I am Dr Looi Kwok Wah and have been a practicing Registered Medical Practitioner with the Malaysian Medical Council (MMC 30534) since 1992, with 28 years cumulative experience in clinical medicine.
I am also a DOSH registered Occupational Health Doctor (HQ/18/DOC/00/00210) trained to provide the following Occupational Health Services; Medical Surveillence for Schedule 2 Chemical Hazardous to Health in pursuant to USECHH regulations,2000, Fitness For Work Medical Examination, Conduct customised Occupational Health Competence workshop (HRDF claimable) at the workplace, Management of workers with abnormal Audiogram and  Seafarer Medical Examination (PP367)

Medical Surveillance for workers exposed to Chemical Hazardous to Health

Ensuring your company is in compliance to the OSHA( USECHH) regulations, 2000.

📌  In pursuant to USECHH regulation 

27(3), “ If an employee is Exposed or Likely to be exposed to chemical hazardous to health (CHH) listed in Schedule 2, will require Medical Surveillance conducted at interval of not more than 12 months as determined by DOSH registered OHD.”


📌 Herein are two important reasons for the regulated requirement for Medical Surveillance when employees are Exposed or Likely to be exposed to Chemical Hazardous to Health (CHH) listed in Schedule 2, as in pursuant to USECHH regulation 27(3):

✅ Other routes of exposure to Schedule 2 CCH, namely via Dermal absorption, accidental ingestion and injection during used are Not objectively assessed by Environmental Monitoring Methodologies. 

👉 Environmental monitoring assessed the employee risk of exposure to airborne concentration of schedule 2 Chemical Hazardous to Health (CHH) via the inhalation route. 

👉 Hence, even if results from the Exposure Monitoring of the airborne concentration of the Schedule 2 CHH was demonstrated to be at below Permissible Exposure Limits (PEL)  And Action Level, And the existing controls in placed are concluded adequate by CHRA assessor, it is not a Total measure of internal dose of CHH exposed to the worker who handled  and Use CHH.


✅ The risk of material impairment to health from the absorbed dose of Schedule 2 Chemicals Hazardous to Health (CHH), is dependent on the capacity of the body  to effectively metabolised and  excrete the schedule 2 CHH or its metabolites. These can be assessed via Medical Examination and Biological effect Monitoring performed by the DOSH registered Occupational  Health Doctor


📌 Included in the Medical Surveillance for  Chemical Hazardous to Health are;

✅ Exposed Employee Medical Examination for Health Effect Monitoring

✅ Biological Monitoring marker for 

✅ Biological effect Monitoring  Investigation include Full Blood Count, Liver Function Test, Renal Function Test and UFEME

✅ Spirometry 

✅ Chest X Ray 

✅ Walk Through Survey at the company’s respective work units

✅ Presentation Visit

✅ CHRA review

✅ Explanation to workers regarding medical Surveillance results and action plan

✅ To fill up the Employee

Record Booklet USECHH1 in 2 copies

✅ To fill up the Employer Record Book USECHH2

✅ To complete and Certify Employee Certificate Fitness- USECHH3

✅ Summary report to DOSH 

USECHH4 documentation

✅ When indicated to issue Medical Protection Removal and recommend further actions- USECHH5i

✅ When indicated To fill up particulars of workers with Abnormal results into USECHH5ii and Submit to DOSH as required by OSH(USECHH) 

regulations,2000

✅ Storage or workers medical Surveillence data for 30 year as required by OSH(USECHH) regulations

Workers Fitness For Work Medical Examination

Ensuring workers are Physically & Psychologically fit to perform their Jobs

The primary purpose of a fitness for work Medical Examination is to make sure that an individual is fit to perform the tasks involved effectively and without risk to their own or others’ health and safety.  


It is not the intention to exclude a person from a job but to make any necessary reasonable modifications or adjustments to the job to allow the person to work efficiently and safely.


Why an assessment may be needed:

✅ the individual’s health condition may limit or prevent them from performing the job effectively.

✅ the individual’s condition may be made worse by the job

✅ the individual’s condition may make certain jobs and work environments unsafe to them personally.

✅ the individual’s condition may make it unsafe both for themselves and for others in some roles. the individual’s condition may pose a risk to the community.
